Fred has lived in San Leandro for over 25 years while raising two children together with his wife. He continues to be a community activist pursuing environmental justice for San Leandro, Cherryland, Ashland, Fairview, San Lorenzo, Castro Valley and neighboring communities. Fred earned his Bachelor of Science Degree in Civil Engineering from the University of California at Davis and a Master of Science Degree in Civil Engineering from Stanford University.

Fred is a Registered Professional Civil Engineer in the State of California, with over 25 years engineering experience in the Bay Area, having worked at the East Bay Municipal Utility District and currently working at the Contra Costa Water District.

Appointed in 2018 and serving through 2020 as a San Leandro Senior Commissioner, Fred advocates for Senior residents. He was elected in 2018 as a Director of the Oro Loma Sanitary District to protect public health where he currently serves as Vice-President. Fred was re-elected in 2022 to the Oro Loma Sanitary District Board.

Fred was also elected to the San Leandro City Council in 2020 where he is fighting climate change and investing in community equity, safety and quality of life. He is running for re-election in 2024 to continue serving the City of San Leandro
